“装船前认证（Pre-shipment Verification of Conformity）（PVoC）”是肯标准局根据WTO规则取代过去“装船前检验(Pre-shipment Inspection)（PSI）”的一项新措施。该措施规定所有进入肯尼亚的商品必须证明符合肯尼亚的标准或得到由ISO/IEC17025体系授权的实验室、国际实验室认可合作组织(the International Laboratory Accreditation Co-operation, ILAC)或国际检验机构联盟（the International Federation of Inspection Agencies, IFIA)签发的“产品测试证明”。此项措施旨在阻止不安全和品质低劣的商品进入肯尼亚市场。
